Without the urge to conquer something, he might never be able to achieve the ultimate form of Haki.

But a new fan theory states Sanji could soon unlock Conqueror’s Haki, considering the path Edward Newgate paved for him. Edward Newgate, commonly known as Whitebeard, is the former captain of the Whitebeard Pirates and the strongest man to be alive. Like Sanji, he despised the idea of conquering anything. He just wanted to have a family and be surrounded by loved ones.
Even after not having any proper urge to conquer, he became one of the strongest users of Conqueror’s Haki. So, it still leaves space for Sanji to reach the same level as Monkey D. Luffy and Roronoa Zoro. Moreover, it is natural for all three members of the Monster Trio to be able to use Conqueror’s Haki.
